TIIVISTELMÀ: Kioto-sopimus, jossa valtioiden vâlilla sovittiin iImastopaastojen
rajOittamisesta, toteutuessaan voi muuttaa Oleellisesti yritysten Iiiketoimintaymparis-
toâ ja Idlpailuolosuhteita. Erailla aloilla se voi aiheuttaa merkittavia Iisakustannuksia
ja muuttaa eri maiden yritysten Suhteellisia kilpaiɪuetuja. ToisiIle aloille, kuten pàas-
toja vâhentâvan Cnergiateknologian Valmistajille, se voi antaa uusia Iiiketoimintamah-
dollisuuksia.

Tassa on esitutkimuksessa tarkastellaan valtioiden, toimialojen ja Iopulta yritysten
tason Kioto-Strategioita. Kaksi edellistâ tasoa muodostavat puitteet yritysten Strategi-
selle Suunnittelulle. Esitutkimus on aiheen ja eri nakôkulmien esittelya - materiaalipa-
ketti, jonka ρohjalta Varsinainen jatkotutkimus Suunnitellaan.

Esitutkimus on tehty Gaia Networkm, Etlatiedon ja VTT kemiantekniikan teoilisuu-
den ymρariStotalouden tutkimusryhman tutkijoiden yhteistyona. Hanke on osa ympâ-
riStoklusterin tutkimusohjelmaa. Esitutkimuksen rahoitti kauppa- ja teollisuusministe-
riô.

ABSTRACT: The Kyoto Agreement between states to decrease emissions in the at-
mosphere can, in a crucial way, change the business environment and the competitive
conditions of firms. It will bring extra cost in some lines of businesses and change
relative comparative edges between countries. For some firms, for example producers
of environmentally friendly technology, it can provide new business opportunities.

In this preliminary study, we provide material for the strategy process of firms. We
look at possible strategy options at three different levels, i.e. the governmental, indus-
try and finally firm levels. The governmental and industry levels provide a framework
for the strategy work of firms. This preliminary study is a presentation of the relevant
material. The final research plan of the coming project will be based on this informa-
tion package.

This preliminary study has been made with the co-operation of researchers from Gaia
Network Ltd., Etlatieto Ltd. and VTT Group on Environmental Industrial Economics.
This project is part of the research programme on the Finnish environmental cluster.
The Ministry of Trade and Industry financed the preliminary study.
