efficacy. This was never an intent of the chapter, and to try to do so with the dearth of information
available would be unwarranted. What can be concluded is that a huge amount of resources has gone
into these endeavors, and settlement programs are still held in favor by many policymakers in Zambia
today as a way of providing land for farming and other social services to the disadvantaged
population, urban people, and retiring or terminated civil servants. Given the wide number and extent
of schemes nationwide, research of the type recommended in this chapter is advised to help improve
the sector's performance and better integrate it into the country's national development strategy.
