For the purposes of this project it is assumed that 70% of GPs will be recruited to
participate in the program. The evidence for this figure is not particularly strong but is
based on a smoking cessation study which used a 70% recruitment figure as the best
case scenario (Wilson et al 1990). The sensitivity analysis will test the robustness of
this figure.
The Community Intervention
The German Cardiovascular Prevention (GCP) Study provides the evidence and the
activities for this intervention.
The activities in this intervention aim to improve health knowledge, awareness, attitude
and behaviour amongst its target group. The methods of the prevention program are
described as multifaceted and use the existing infrastructure and networks such as
volunteer organisations, public health services, welfare organisations, adult education
organisations and sports and consumer associations.
To improve nutritional habits, campaigns were conducted at community festivals,
public events, restaurants, supermarkets, canteens and schools. The program ran courses
and information sessions on weight reduction and nutrition and used the local food
suppliers to offer low-salt and low-fat food.
Local media was utilised through advertisements in the press or on radio. Also, blood
screenings were organised at social events and in factories3. Screening was also
addressed through close co-operation with GPs, pharmacists and insurance companies.
The program reported the results of health surveys in the local media. Individuals
received feedback from their consultations. Also, health management programs were
available and health weeks were organised. Finally, comprehensive health information
materials were distributed widely.
3 In our costing of this strategy we have not included screening at social events and factories. We have
costed additional blood screenings that are conducted by the physician.
