J. Von Sturmer state that: ’’Traditional culture is
encouraged - or more accurately a start has been made
in this direction - but only in things such as dancing,
singing and painting. It is cultural on this strictly
superficial level. There has been no encouragement of
traditional social institutions or social forms.
