4. Arevisedlandlawshouldcreatesecure,negotiable,privaterights.Aspartofthis
revision,governmentmayconsiderregisteringpropertyrightsinselectedareasofthe
country,particularlythosethatareofthemosteconomicallystrategicimportance.
5. Provincialgovernmentsshouldstrivetodevolvelandmanagementtothedistrictand
localitylevel.
6. Districtandlocalitygovernmentsshouldincorporatelocalcommunitiesandtheirleaders
intheprocessoflandmanagement.Openforumsshouldbecreatedinwhichrepresenta-
tivesofthegovernmentandlocalcommunitymemberscanexchangeideasregarding
theirneedsandobjectives.
7. Alllevelsofgovernmentshouldstrivetorecognizelocalcommunitypoliticalstructures
andtheirleadersandinvolvetheminthemanagementoflandandnaturalresourcesand
theresolutionofconflicts.
8. Thelandtaxcodeshouldbereassessed,revisedasnecessary,andenforced.Commercial
landholdersshouldpaylandtaxesthatreflectthemarketvalueoftheirlands.Thiswould
helptodiscouragesometypesoflandspeculation.
9. Governmentshouldavoidenteringintojointventures,whichcontinuetoplacedemands
onstateresourceswithoutsubstantialreturnstothetreasury,andshouldseriously
considerprivatizationofitsexistingjoint-ventureenterprises.
10. GovernmentshouldinvestmoreresourcesandvestgreaterauthorityintheAdHocLand
Commissiontostudylandissuesandmakerecommendations.Itstermsofreference
shouldbeexpandedanditshouldreportdirectlytotheCouncilofMinistersorthe
NationalAssembly.
11. Governmentshouldcontinueitsreviewofthejudiciary,andwaysshouldbefoundthat
allowinteractionbetweenstatutoryandcustomarylegalregimes.Aspartofthisprocess,
governmentshouldreviewtheinheritancelawsanddetermineiftherearewaystomodify
themtocreatemoresecurerightsforwomenandotherswithsecondarylandrights.
12. Governmentshouldbegintokeeprecordsoflandconcessionsandothergovernmentland
transactions.
13. Governmentandcivilsocietyshouldconsiderthecreationofcivilbodythathasthe
powertoreviewlandgrantsandconcessionsand,wheretheyoverlap,determinewhich
haveprecedence.Thisbodyshouldbeempoweredtodeterminewhoshouldbepaid
compensation—andhowmuchtheyshouldbepaid—forlandrightsthatwerelostyet
legallyacquired.
