O presente texto vai centrar a atençâo
sobre o estudo das principais rubricas
componentes da Despesa Publica
norte-americana, inscrita no Orçamento
de Estado. O conjunto de rubricas
analisadas prolongar-se-a entre 1940 e
2002. Através da sugestâo das
elasticidades rendimento de cada
outlay
e da sensibilidade das rubricas (em
percentagem do total orçamentado) face
a tendência partidaria da Administraçâo
da Casa Branca, comprovar-se-a a
heterogeneidade de sensibilidades, face
a variaçôes nos agregados reais de
produçâo e a ausência da influência
partidaria na composiçâo orçamental,
corroborando as teses de que
democracias amadurecidas reflectem
uma composiçâo dos gastos influenciada
sobretudo pelas grandes tendências do
eleitor mediano, em detrimento das
preferências partidarias.


Le présent article porte sur l’étude des
principales dépenses publiques des Etats-
-Unis. L’analyse de ces dépenses s’étendra
sur une période allant de 1940 à 2002. Aprés
avoir analysé l’élasticité-revenu de chaque
dépense (en pourcentage du Budget ) et
l’influence du parti au pouvoir, nous en
arrivons aux conclusions résumées comme
suit : 1)- Il existe une hétérogénéité de
l’élasticité-revenu; 2)- Il n’existe aucune
preuve d’une préférence particulière de la
part d’un parti politique donné en ce qui
concerne la composition d’un budget;
3)- Cette étude renforce la thèse selon
laquelle l’âge d’une démocratie tend à créer
une rigidité dans la composition du budget de
l’Etat.


This document focuses on the study of the
main public outlays of the North-American
Federal Budget. The set of expenditures is
studied between the years of 1940 and 2002.
Analyzing the income elasticity of each outlay
(as a percentage of the whole budget
expenditure side) and the tested influence of
the ruling party, I can summarize the findings
by the following: i) there is heterogeneity of
the income elasticities; ii) there is no
evidence of a peculiar preference of a certain
political party on a particular budget
composition; iii) this work strengthens the
theses that advocate the age of a democracy
tends to create rigidity in the composition of
the national budget.
