PERFORMANCE PREMISES FOR HUMAN RESOURCES FROM PUBLIC HEALTH ORGANIZATIONS IN ROMANIA

zonele urbane afectând calitatea serviciilor
sanitare §i a vietii populatiei din zonele rurale.

Conform Raportului Comisie
Prezidentiale pentru analiza §i elaborarea
politicilor din domeniul sânâtâtii publice din
România ( 2008, p. 57 ) au fost formulate
urmâtoarele recomandâri cu privire la directia pe
care ar trebui sa o urmeze politica de resurse
umane din sânâtate: elaborarea unei politici
coerente de formare, dezvoltare §i alocare a
resurselor umane din sânâtate, cre⅞terea
numârului personalului medical §i dezvoltarea
carierei profesionale în domeniul medical.

Planificarea resurselor umane trebuie sâ
fie o prioritate în ceea ce prive⅞te politicile din
sectorul sanitar. Necesitatea planificârii
resurselor umane este vitalâ datoritâ faptului câ
un sistem de sânâtate care nu prevede efectuarea
unor analize referitoare la numârul medicilor
existenti §i numârul medicilor necesari, nevoia
de medici speciali⅛ti într-un anumit domeniu în
functie de sânâtatea populatiei, orientarea
medicilor câtre specialitâti care sâ râspundâ
nevoilor cetâtenilor, este un sistem fârâ viitor.

Atâta timp cât resursele umane din
sânâtate nu ocupâ locul cuvenit, conditiile în
care î§i desfaçoarâ activitatea sunt
nesatisfacâtoare, motivarea §i recompensarea
acestora nu reprezintâ obiective politice, ne
confruntâm cu un sistem care nu se axeazâ pe
nevoile reale ale populatiei.

According to the Presidential
Commission Report regarding analysis and
elaboration of public health policies in
Romania (2008, p. 57), the following
recommendations were formulated regarding
the direction of policy of human resources in
health should follow: a development of a
coherent policy training, development and
allocation of human resources in health,
increasing medical staff number and
oportunities of career development in
healthcare.

Human resource planning should be a
priority in terms of health policies. The need
for human resource planning is vital because
a health system which does not provides
analysis on the number of existing and
required number of doctors, specialists
needed in a given area depending on the
population health, orientation to specialties
needed by the citizens, is a system with no
future.

As long as health human resources are
not properly placed, the conditions of work
are unsatisfactory, motivation and reward is
not a political objective,we are facing with a
system that does’t focus on the needs of the
population.
