2.3. Strategii ale sistemului de sànàtate din
România cu privire la resursele umane

Pe site-ul Ministerului Sanatatii (2010, ,
http://www.ms.ro/ ) se specifica prin „Planul
strategic al Ministerului Sanatatii Publice 2008-
2010” obiective generale si specifice referitoare
la resursele umane din sanatate.

Obiective generale:

- Dezvoltarea, modernizarea infrastructurii
furnizorilor de servicii medicale si dotarea
acestora cu aparatura/echipamente medicale
si mijloace de transport specifice.
Obiectivele specifice aferente obiectivului
general enumerat:

construirea a 28 spitale noi (8 spitale
regionale de urgenta si 20 judetene de
urgenta);

reabilitarea a 15 spitale judetene de
urgenta;

dotarea cu aparatura/echipamente
medicale;

dotarea cu mijloace de transport specifice;

- Dezvoltarea resurselor umane în
concordanta cu nevoile  populatiei.

Obiectivele specifice aferente
obiectivului general enumerat:

identificarea unor facilitati pentru atragerea
personalului medical în zonele izolate,
defavorizate economic, precum si în
specialitati deficitare;

identificarea unor modalitati flexibile de
furnizare de servicii medicale în zonele
izolate si în cele defavorizate economic;

dezvoltarea si extinderea retelei de asistenta
medicala comunitara integrata.

Asa cum reiese din „Planul strategic al
Ministerului Sanatatii Publice 2008- 2010”,
publicat pe site-ul Ministerului Sanatatii (2010,
http://www.ms.ro/) rezultate asteptate sunt
urmatoarele:

-   cresterea eficientei actului medical;

-   cresterea calitatii actului medical;

-   cresterea satisfactiei pacientilor;

-   cresterea     satisfactiei     personalului

medical;

- îmbunatatirea indicatorilor de activitate
ai spitalelor.

Obiectivele stabilite   si   rezultatele

asteptate formulate de catre Ministerul Sanatatii

• construction of 28 new hospitals (8
regional hospitals and 20 county emergency
hospitals);

•   rehabilitation of 15 county

emergency hospitals;

•   the aquisition   of   medical

equipment;

• aquisition of specific means of
transportation;

- Human resource development in
line with population needs. Specific
objectives related to the overall objective
listed:

• Identification of facilities to attract
medical staff in remote, economically
disadvantaged, and in specialties with high
deficiencies on medical staff;

• identify ways to provide flexible care
in remote and economically disadvantaged
areas;

• develop and expand integrated
community healthcare network.

As is apparent from the "Ministry of
Public Health Policy Plan 2008 - 2010"
published on the website of the Ministry of
Health (2010,
www.ms.ro), the following
results are expected:

- Increasing the efficiency of medical care;
- Improve the quality of medical care;

- Increased patient satisfaction ;

- Increase medical staff satisfaction;

- the improvement of hospital activity
indicators.

Objectives and expected results
formulated by the Ministry of Health through
the Strategic Plan 2008-2010 have no real
