Verboncu §i Zalman ( 2005, p.6), analizând
aceastâ definitie generalâ a conceptului de
performantâ, care nu face referire la domeniul
economic, se poate aprecia câ performanta nu
presupune obtinerea oricârui rezultat, ci a unui
rezultat deosebit. Acest rezultat deosebit poate fi
privit prin prisma a trei dimensiuni:

- un rezultat superior rezultatelor obtinute
anterior;

- un rezultat superior în comparatie cu
realizârile înregistrate de altii;

- un rezultat superior obiectivelor stabilite §i
asumate.

În orice domeniu poate fi întâlnitâ
notiunea de performantâ, aceasta putând fi
asociatâ oricârei activitâti desf⅛urate.

O altâ definitie legatâ de performantà
datâ de Bourguignon (citat în Dohon §i Berland,
2007, p.4) se referâ la
„ este performant acela
sau aceea ce îçi atinge obiectivele ”.

În opinia noastrâ, aceastâ abordare a
performantei este una cuprinzâtoare din
perspectiva sferei de aplicare, atât a
organizatiilor, cât §i a indivizilor.

Stabilirea performantei sectorului public
nu este un lucru u§or. Definirea conceptului de
performantâ în organizatiile publice întâmpinâ
anumite bariere: întelesul pe care îl are notiunea
de performantâ, modul în care se realizeazâ
performantele §i nu în ultimul rând aspectele
legate de evaluarea acesteia.

În literatura de specialitate opiniile în
legâturâ cu performanta organizatiilor publice
sunt numeroase, însâ în general se apreciazâ câ
„performanta reprezintâ capacitatea/aptitudinea
unei administratii sau institutii publice de a-§i
procura resursele într-o manierâ economicâ §i de
a utiliza aceste resurse într-o manierâ eficace în
scopul obtinerii rezultatului dorit.”(OECD -
Journal of Budgeting, vol.2/2, pag.45)

Performanta unei organizatii publice este
stabilitâ în functie de modul în care resursele
umane, materiale, informationale §i financiare
sunt utilizate pentru a realiza obiectivele propuse
la nivelul açteptârilor beneficiarilor de servicii.

The notion of performance can be
found in any field, notion which can be
associated to any performed activity.

Another definition concerning
performance, expressed by Bourguignon
(cited in Dohon and Berland, 2007, p.4) is
referring to
“performant is the one who
achieves ones’ objectives”.

In our opinion, this approach to
performance is comprehensive from the
perspective of the sphere of application, from
organizations to individuals.

Settling the performance of the public
sector is not an easy task. Defining the
concept of performance in public
organizations meets certain barriers: the
significance which is given to the
performance concept, the way in which the
performances are achieved and last but not
least, the aspects related to this concepts’
evaluation.

In specific literature, there are
numerous opinions concerning the
performance of public organizations, but,
generally speaking, it is agreed
that
“performance represents the
capacity/aptitude of an administration or
public institution to acquire resources in an
economic manner and to utilize these
resources in an efficient manner in order to
obtain the desired result.”
