Rezumatul lucrarii

Îmbunatâtirea peformantelor resurselor umane
din sectoral de sânâtate este un obiectiv urmârit de toate
târile dezvoltate sau în curs de dezvoltare. Însâ, în lipsa
planificârii resurselor umane ⅞i inexistenta unei politici de
resurse umane clare ⅞i transparente, poate apârea o situatie
de crizâ a resurselor umane din acest domeniu. Planificarea
resurselor umane trebuie sâ fie o prioritate în ceea ce
prive⅞te politicile din sectoral sanitar. În România, lipsa
conceptului de planificare ⅞i a unei politici în ceea ce
prive⅞te resursele umane a condus la contextul actual, cel
al crizei resurselor umane din organizatiile publice de
sânâtate.

Rolul pe care resursele umane îl joacâ în orice
sistem de sânâtate este unul incontestabil. Esential în
vederea obtinerii performantelor în sânâtate este calitatea
managementului resurselor umane. Pentru a depâçi criza
resurselor umane cu care se confruntâ organizatiile publice
de sânâtate din România, special⅛tii în domeniu au
formulat câteva recomandâri esentiale: elaborarea unei
politici coerente de formare, dezvoltare ⅞i alocare a
resurselor umane din sânâtate, cre⅞terea numârului
personalului medical ⅞i dezvoltarea carierei profesionale în
domeniul medical.

Reforma unui sistem de sânâtate presupune
modificarea unor aspecte legate de forta de muncâ,
conditiile de muncâ, gradul de descentralizare a
managementului, competente, sistemul de salarizare ⅞i de
motivarea personalului.

Improving the performance of health sector
human resources is a goal pursued by all developed or
developing countries. However, the lack of human
resources planning and lack of clear and transparent
human resources policies may lead to a crisis in this
area. Human resource planning should be a priority in
terms of health policies. In Romania, the lack of a
planning concept and the lack of a policy on human
resources has led to the actual context, with a human
resources crisis of public health organizations.

The role that human resources play in the
health care system is indisputable. Essential to
achieve quality performance in health care is human
resources management. To overcome the human
resources crisis that public health organizations in
Romania is facing , specialists in the field have made
several key recommendations: development of a
coherent policy formation, development and
allocation of human resources in health, increasing
the number of medical staff and opportunities of
professional career development in the medical field.

Health system reform involves changing
some aspects of employment, working conditions,
degree of decentralization of management, skills,
salary system and staff motivation.
