Individual transitions and labour market regimes in the EU 27

Abstract

This article deals with the determinants of labour market transitions in Europe. Using EU-
SILC database for the years 2005-2006, it focuses on transitions between employment,
unemployment and inactivity as well as on transitions within employment. It appears that
factors such as education, gender, age as well as health or marital status have an impact on
the quality of these transitions. In particular, some social groups such as low qualified,
women, youth, senior workers and people with ill-health seem particularly affected by
unfavourable transitions. In a comparative perspective, the hypothesis of inter-country
heterogeneity is empirically validated, and some countries seem to increase the probability
to experience favourable mobility (Nordic countries). The results highlight the necessity of
policies aiming at increasing initial education levels and helping disadvantaged groups on
the labour market to manage their transitions.
