High traffic density The sotl-phase controller has the lowest ATWT if the green
time (φmin) is set to 5 seconds. This is visible in figure 5.8. φmin = 5 and θ = 10
results in an ATWT of 88.88 and a TWQL of 144. The value of φmin has a big
influence on the ATWT for low values of θ. For larger values of θ, the ATWT
values are almost the same, except for φmin = 1. This is also true for the TWQL
values.
