PERFORMANCE PREMISES FOR HUMAN RESOURCES FROM PUBLIC HEALTH ORGANIZATIONS IN ROMANIA



Planificarea resurselor umane implicâ
programe de recrutare, formare si dezvoltare,
redistribute si, în anumite cazuri, de
disponibilizare a angajatilor.

O organizatie în care exista o bunâ
planificare a resurselor umane, care oferâ un
numâr suficient de angajati în raport cu
necesitâtile      existente, cu      pregâtire

corespunzâtoare, atunci când este nevoie si mai
ales acolo unde este nevoie, este o organizatie
care va fi eficientâ si performantâ.

2.2. Situatia actualà a resurselor umane din
sectorul de sànàtate din România

Nivelul de finantare din România înainte
de 1990 era unul precar, cheltuielile din sectorul
sanitar au fost scâzute în comparatie cu media
europeanâ si chiar a fostelor târi socialiste. Acest
aspect se datora faptului câ sectorul sanitar era
considerat un sector neproductiv, alocârile
bugetare nu erau o prioritate, iar numârul redus
de personal medical din aceastâ perioadâ a
condus la cheltuieli scâzute în acest domeniu,
practic cea mai mare pondere din cheltuieli o
reprezentau drepturile salariale ale angajatilor.
Dupâ anul 1990 aceastâ situatie s-a mentinut, cu
toate câ numârul personalului medical a crescut,
el a râmas mult sub media Uniunii Europene.

cresteri în ceea ce priveste stabilitatea
economicâ si administratia publicâ, în schimb
sectoare precum sânâtatea si învâtâmântul au
pierdut teren. În urma analizei performantei
sistemului de sânâtate românesc putem afirma câ
sistemul sanitar se confruntâ cu probleme grave
din mai multe puncte de vedere. Din cercetârile
de specialitate s-a constatat câ finantarea
sistemului sanitar continuâ sâ fie neadecvatâ si
utilizatâ într-un mod ineficient, chiar dacâ s-au
înregistrat cresteri ale ponderii cheltuielilor
totale pentru sânâtate din PIB.

În opinia noastrâ componentele cele mai
importante în furnizarea serviciilor de sânâtate
sunt resursele umane. Uniunea Europeanâ
împârtâseste ideea conform câreia toti cetâtenii

offers a satisfying number of employees
reported to existing necessities, with
adequate training, when and where it is
required, is an organization which will be
efficient and performant.

2.2. The actual situation of human
resources from the health sector in
Romania

The level of funding in Romania
before 1990 was poor, expenditure in the
health sector have been low compared to
Europe and even the former socialist
countries. This is because the health sector
was considered a nonproductive sector,
budgetary allocations were not a priority and
the low number of medical personnel in this
period led to lower spending in this area,
practically almost the largest share of
expenditure represented employes
paychecks. After 1990 the situation
continued, and although the number of
medical personnel has increased, it remained
well below the EU average compared to the
population.Health expenditure also
experienced an increase but Romania
remains one of the last places in the EU in
terms of resources allocated to health.

In recent years Romania has been
growing in terms of economic stability and
government, but in exchange sectors such as
health and education have lost ground. After
analyzing the system performance we can
say that the Romanian health system is
facing serious problems from more points of
view. The specialized investigations found
that finances of the health system continues
to be used in an inappropriate and inefficient
way, even if there have been increases in
total health expenditure share of GDP.

providing health services are human
resources. European Union agrees that all
